Farengis are a giant plot hole. If there's no scarcity how is there an entire race exploiting scarcity. If that race exists then they must be at the top but they're portraryed as this funny little race of shopkeepers.

Only a select few paradise worlds like Earth, Vulcan, Risa, etc have true post scarcity because they are needed to trick non-federation species into believing that the federation is a wonderland utopia where all you have to do to enjoy it is become a "member", which means giving up all your species military and colonial rights and subsuming yourselves to the human ideology. We see tons of poor planets in and around federation space and even Sisko laments that the federation is blind to the larger galaxy because all it's leaders live on showcase worlds. The federation is all an illusion, a scam to coerce neighbors into thinking it's far more powerful and united than it really is both to cow rivals and to trick less expansive species onto subsuming their worlds into the collective.
