Having good blessings and appropriate damage bonus perks is good enough without maxing the weapon stats. You can safely ignore Hadron by then when you have enough resources to craft your perfect weapon and maxing it out.So yes, for now it's entirely rng on your luck checking the armory or drop from completing missions. But if you character is level 30, then you should start gambling buying grey weapon to get good stat roll. The dump stat is usually mobility, for shield weapons then it can be defence or penetration. Then upgrading the best stat roll grey weapon at Hadron.Reminder, if you get a notice of unlocking blessings and increasing weapon power levels at Mastery menu. You still have to go to Hadron to equip blessings and perks for your weapons.

Do weekly melk contracts for currency, when you reach level 30, after reset he will have max power upgraded weapons in his shop. Get one with nice blessings and grind mastery and resources.
