Probably the Wheel of Time system.

Earthdawn first edition with men being forced to use the "raw magic" rules.

Mutants and Masterminds might have the custom power setup for it.

For all the mentions of the elements and the type of weaves, there's no actual detailed description of how the spells are created in the books, it usually just mentions the necessary elements and a description of the weave if it specifically has to do with the weave of reality (like the portal gate weave).
As >>98905840 said, the WoT system has probably most of what you're looking for, but then again most of the time the only spells that will matter are balefire and teleporting.

Tbf they're kinda the two spells that matter in the books too.
I think trying to kludge any other system into making the Source work is a fools errand though, so either write your own OP or use WoT D20

GURPS related dicepool system was what I tried to do in my mercurial homebrew, but I have a disease called autism and we never got far enough to thoroughly playtest it. Anyone cares I'll look for my materials.

There's a good saga conversion for it.
