Sure on some ideological level, you do have a point that one should try. And I assure you I've tried. But pragmatically speaking exerting any sort of positive influence on the youth is a lost cause - you're up against whatever fucked up behavioral patterns they're bringing in from their their family, mass media, influence of their similarly messed up peers, and countless streams of brainrot online. There's nothing you can do that would even register as incentive or discouragement. Not legally anyway. The best you can hope for is to go through the motions of saying your part, and not pushing anything too hard to not openly antagonize them so that when someone inevitably snaps or takes wrong dose of the latest trending substance you won't be the primary conduit for the unfortunate consequences.
