Hello, I'm making a card game, I can kinda draw but I can't into graphic design, can you give me some pointers for designing a frames for the card? Specifically a frame that fits with the art I made, which I'll post next
I won't go into the rules, but the information that needs to be displayed is:
    Card name
A number of maximum slots (think of it as equipment slots, stronger cards have more slots, going from 1 to 4)
Two separate text boxes (if you are familiar with Digimon TCG, something like that)
    Power rating (single digit number)
Pic rel is my attempt but I was told it clashes with the art

just use pokemon full art card as inspiration, like thefont, text outline and text placement

What anon said. GRab a card game that fits you (I'd choose Magic) and shamelessly copy its structure. Modify if needed, but start from there.
It is easier for you, your friends to understand and is good sign that so many room temperature IQ brats can understand it well enough to play with them.

Is this a finish piece? If not could you show a finish piece. Try designing cards with AI for practice and ideas. Look at various card game styles and pick styles or ideas you like.

There are several things wrong with this card, and is basically mostly proportions. And choosing clashing things. I could give you tips if you want.

The green illustration has and the dampa have too much negative space. The green crab girl would look good if floating markers were put on it otherwise it needs crooping because there is too much green space.

Not to hijack the thread but I am also in the process of making a game and would appreciate any feedback

Talk about your project. Whats your audience, theme, what kind of feedback do you want.

    I'm not a professional.
I don like that contrast of the illustration delicate traces and the crisp red lines. Maybe a art noveau lines/ guides would be more fitting
regarding the shape of the cards, you have a lot of info to provide. Bear in mind that we don know the game, but eventually, soeone will grab a bunch of cards and only need some info. Maybe itś the name, maybe itś just the Cost and ct, maybe the Rev and Exp. Put those at the top right (or top left) son they are easy to see if you hold ~10 cards in your hands with as much superposition as you can, providing all the info near the border and not needing to see al the card just to see/remember what it is and what it can do.
With magic, you see "Counterspell, BB" and thatś it, you don need to see the art, the mechanics (you already know it), or they type of cards. With poker cards is just the suite and number, and so on.

It is an economic based TCG initially set in the 1930s where you take on the role of a wealthy capitalist racing his rival to make 50 capital first (from 20).
Instead of creatures, you spend capital to play play Resources and infrastructure on top of them, which provide a number of slots for income producing productions.
Many cards are meant to stack on top of each other, so the lower half of the resource card would be visible under the infrastructure card and the productions would be off to the side of that, all of this indicatated by the directional arrows on the cards.
The colors of the card are important, but that information is also portrayed with the icon beneath the name

Audience I'm going for is the truck simulator players of card games, ones that are fine with something on the more boring side thematically as long as its executed well.

Didn't mean to triple post, but the kind of feedback I was looking for are any elements that stand out as being completely wrong, or if something jumped out at you as needing improving. One suggestion I got was to add more transparent boxes behind the main text or the icons on the bottom

This is the best design designed card. The things that stand out the most are the corner logo overlapping the corner. Either the corner shape needs to be modify or place somewhere else. Maybe at the bottom edge center. I think the black frame is too thick, gives a sensation of being trapped. The text in this card seems like a passage, and it seems already italicized which is the norm but it looks odd without quotes which most card games use. You could also add the name of who said it, but that can be optional. Also the text in is on a black background which makes it hard to see so it needs an white online if the text seems to get mixed with back for contrast and clarity. Text boxes with transparency are good as they reccomend you, but you can still keep the way you have it. The card tittle could be aline to serve/look as part of the frame, the gap top gap seems weird.

For the first card the text placement looks award, I assume it was place there to not block the flower but that way its just does not look right. Second card has the glasscup twice in different shades I assume it means different things? The symbols need bolder outlines to stand out since the background building is a similar color and they seem to get lost unless you pay attention.

Thank you very much for taking the time to provide this feedback
I thought the icon in the bottom right overlapping the border looked neat but I can see how it looks sloppy. I've also edited the name to be more in line with the border.
Adding boxes behind text and things is tricky right now only because of the program I'm using to bulk edit all the cards based on a spreadsheet.

Here's an example of a card with some flavor text and your fixes
