They'll send someone over to make sure the place isn't filthy, you have food and milk in the kitchen, etc. And if they find something wrong they'll create a plan for the mom to follow and check back in a few months. They don't just take kids willy nilly despite what any trashy parents have told you.

Also the safety concerns- what if they wake up in urgent medical/emotional distress? What if there is a fire/disaster/etc.I would report especially if there's any sexual/narcotic activity
