He contacts various doujin authors and gets their permission to file DMCA or other copyright strike requests on the authors' or artists' behalf. He's managed to remove most of the best doujinshi authors that way which is why you see so many AI gallery posts appearing instead of doujinshi galleries which are banned for a huge number.

It's because Moldovan law now accepts the INTERMEDIARY liability frameworks (aligned with European Union directives and international standards) that mirror DMCA notice-and-takedown concepts. These changes are due to Moldova's application to become a member of the EU. That membership requires Moldova migrate its laws to follow the copyright (and DMCA) observations. There had been some people wondering if Moldova joins the EU that the depressed bear might once again be forced to move to a new location (if such exists).
