It's just easier for video compression to work with cartoons because backgrounds and most foreground elements remain static between frames, the colour palette is relatively small, large areas of solid colour means predicting pixels from their neighbours is more effective, and a low frame rate is standard. You can see in picrel how video compression is more noticeable when there's more motion happening. 3d and live action just tends to be more complex with more differences between frames and is therefore more difficult to compress. I'm also using 24 kbps Opus audio which leaves more room to maximise video bitrate.
