Hell, they even made an ethnicity system that changes how your men look based on where you recruit them. The reason why every total war game since empire has a hard coded campaign map is because modders can make any game they want for free. Restricting the setting allows CA to make another rome 2 reskin with a different map and sell it for $60+$20 dlcs. They don't give a shit about the mobile market so they allow Feral more freedom there, but they will never allow them to make another remaster of an old game, especially while they're making medieval 3. If Rome Remastered was allowed to be what it could have been, it would make everything CA makes look even worse than it already does.
