You forget the movie industry is filled with narcissists and Hollywood was still a omnipotent media giant. Japanese IPs had no respect in mainstream western media and their creators were laughed out of the room whenever they tried having a say. The anime/manga industry was still a niche market in USA around mid to late 2000s whose core demographic was looked down on.

Cause in America, even though they became popular, they also had a fall-off after their initial peak, with Pokémon having fell off after Pokémania and DBZ having started to lose its earlier momentum after the end of its broadcast run. Pokémon's post-PokéMania fall off is well known in the fanbase, but even other anime IPs experienced a similar decline in popularity. Much of mainstream western media saw the rise of Japanese media as a infiltration on their market share and treated Pokémon/DB's meteoric success with reluctant acknowledgment and tried brushing it off as a temporary fad. They were still popular enough, but nowhere close to their current mainstream popularity.
