It could be based on a real place like newer gens, or it could just be completely made up. It might be easier to pick a real location, and you don't have to pick anywhere famous, even your own city or county could be fun.So generally there's the early route rodent/bird/bug, cave rock and bat, fish, Pikaclone, legendaries, and then whatever mons you can create that would match the feel of your region. You can break this formula if you want to, and just make whatever you want. When Gamefreak made their first games, they just played with pixels on the screen. Just create and don't think too hard about it.
