You'll rely on the silver bell banner (standard banner) to pull for fire dps characters but this is pretty much like Cookie Run in that the more dupes you pull of a character the stronger and better they are.
Whaling in this game is intentionally greedy because they WANT you to be desperate enough to open your wallet, but it's really unnecessary outside of skins. Joining a guild and doing guild escape biweekly events give you silver and gold bells to pull characters with, and the rainbow gems you earn from clearing stages farming events and completing story and side game modes will help you buy silver and gold bells from the daily shop and mall packs if you're willing to cash them in (not recommended unless you need a character before they leave).

Basically if you put in a month or so of work (daily login, spend stamina, do your free silver pull a day once you unlock it), you'll be able to set up your M and L characters to start passively farming currency from Part Time Job to increase your silver and gold bells and establish a consistent bell output.
I should make a Google Doc or player's guide but man I'm lazy, Steam release will probably motivate me enough to do it.
And for the record Code B alt (Cobalt) is good enough at 2 stars (3 copies) so if you like him and can afford to pull him 2 more times I would recommend it.
Tl:dr get used to the slow grind unless you can whale enough to ignore it
