I don't think Dorothy will be ready for new years, otherwise her Heretic skin, which is lacking some facial expressions from her default as of now also doesn't have a non-combat mode ready. I don't think New Years units get passes in the same update anyway, so that's the only reason if they abandon the other Dorothy model. Also what are they going to do with Dorothy anyway? Her story is pretty much over, unless it's a story that will be her next chapter. But also if they hold Dorothy for 4.5, the Nostalgia skin will be ready by then. Noah and Papillion seem to be New Year choices, but it's Noah and Johan with the original Inherit squad as a backstory for the event. Based on release order it was Pioneer, then Inherit. That would mean 4.5 would likely have Dorothy, Nihilister, and Papillion as the free unit. But if they are sidelining collabs now, then every 2 or 3 week collab will be replaced with a Nikke related major event instead of the collab taking all of it. Which means there are more chances ready for new units and alt banners before then.
