I do agree it ruins some of the fun and voodoo for some stuff, but I also don't mind some of the COM playstyles getting a little more of an explanation, because stuff like Early Cross has always been such a ??? COM playstyle for the vast majority of managers throughout the years so almost no one ever runs it.
At least now that managers have maybe a hint (or just AI hallucinating some bullshit to them) of what it does it'd be seen more often. Same for other cards and playstyles not often seen.

Chip shot is for one-on-ones with the keeper so instead of running/shooting into the keeper/wide they lob it over him and they generally do that competently from my impression.

Rising shot no idea honestly, sounds like a longshot with a travelling trajectory similar to dipping shot to confuse the keeper, but anyone with more knowledge is free to correct me.

Knuckle shot is awesome for longshots. It makes the ball fly without spinning and they generally look very fast, powerful and with a very linear trajectory. Pretty efficient when in front of goal.

Only trick card I'm going to discuss. It makes your players dive more often. Diving just means they fake being injured to try and get a call from the ref. The usual tell-tale animation for this is during a foul replay a player will grab his face and fall over like he was just elbowed. This can sometimes backfire though and the ref can sometimes see through those bullshit faked injury attempts and give that player a yellow card for attempting to fake an injury. Put this on your player because it's funny when it works and even funnier when it doesn't work and the ref calls the player out for bullshitting

Look up a youtube video. Just type in <name of trick card> PES. Even if some PES mobile videos or something come up they're basically always the same across every PES version.

And that should do it. I'm sure some managers will disagree with a few of the card descriptions not being entirely accurate because everyone believes in their own voodoo, but that should be a basic comprehensible rundown of what most of the skill cards actually do.

Not as far as I've noticed, but it's hard to say.
Especially since the striker AI is ALWAYS having a fucking retard moment on 19.

I know the reigning champion 3 star fox PES merchant himself recently chimed in and said 19 strikers are only second to 16 strikers in terms of accuracy, and I don't doubt that 3 star wisdom.

But accuracy isn't the problem with 19 strikers. You will not have to worry about putting too many shooting cards on your strikers. Hell, it could even be the more the merrier.
19 strikers have this unique refusal to shoot the fucking ball. I even saw during friendlies (i think it was during a /dbg/ friendly match) some fan in the chat screaming and asking why their team won't just won't shoot the damn ball when they get close to the box. Even the casual fans can notice it.

Aside from the fact they won't shoot the ball though, they probably have the least dribbling skills out of any strikers in any PES.
I challenge anyone to find me a PES version (in the modern 15+ era) where the strikers have worse dribbling skills than PES19.
These dudes absolutely can not handle the first sight of a CB, just runs right into them or gets dispossessed immediately.
Even PES21 with all of its issues has better striker AI than 19.
Maybe you'll get lucky with the classic Double Touch juke around the box, but that's about the extent of their power.

It's true to some degree. Most teams nowadays use either FBM kits or at the very least ph-kun with anime heads so being the only team with 11 cardheads will seem out of place. It also doesn't help that the average viewer cares more about aes than anything so a team like that will immediately be seen as low-effort even if the team never had a choice.
