Current raffle count is 61k in the North America server. Because everyone gets 2 more or less for free (1 from logging in, 1 from completing the 1st stage of the battlesuit tutorial), it's a safe assumption that no more than 30k or so people in NA have downloaded v9.1. Pretty small.
It's even smaller when you factor in the other tickets. Currently, there's a maximum of 5. Plus alts. The actual player count is realistically even smaller than 30k.
