man, thinking back on it, ballistic weave was insanely overpowered and defined armor in that game as a sort of psuedo free power armor everyone gets regardless of what they're wearing
you dont even have to lock in siding with the railroad to get it, just like the deliverer. it makes me wonder if they think that people would've chosen the railroad way more often than they did

its such a shame all the factions in the game are so abysmally horrible, and the game is unplayable without siding with at least one of them because so much of both the story and so much insanely powerful stuff is locked behind faction quest rewards
