"Subpar warriors" is pushing it a bit. Hoplites were damn good soldiers for their time, and the Spartans were largely considered to be the best of them. This just didn't necessarily translate to military success because they had terrible power projection, both due to poor logistics and the need to guard against a potential Helot uprising.
