If they were shipped beforehand then it's GG for Nintendo, and even if they shipped just afterwards, Nintendo would still have had to take the time to ensure that the firmware version they force on the cartridge is actually secure enough to avoid any current exploits. Frankly I'm going to be surprised if they actually were able to secure them before shipping them out.
