outer worlds and cyberpunk have shown me that it's just not possible to make choices matter, even with the biggest budgets on the planet by essentially infinite, open wallets.I think taking a slightly more linear path is the way to go.Even baldurs gate 3 which has a lot more linearity still barely manages to make 90% of choices matter besides a throwaway line (usually within the same quest).
