The went even crazier with ultimate form but for some reason it still seems weaker than final. Maybe ultimate is just so big that it draws you out of Sora's normal combat flow while final form being closer lets you more intimately notice the power difference.

They nerfed ultimate because it's less restrictive than final. Final form can't be used in solo fights due to Donald and Goofy not being present. Final Form was just completely unavailable in most fights.

Of course, that didn't matter when Limit Form was the most busted. Shit had iframes for days.

3 has the best critical mode, its hard and fun all the way through, 2's critical is only hard at the beginning and at the very end. Also worlds are a lot more varied and the gimmicks are more fleshed out in 3, they're even better than 1's.
But the combat is much better in 2 so it still wins.
