Maybe Cai's is the easiest since you have the least to work with, but still plenty of options. The game overall isn't very challenging in part 1 on Hard outside of a few gimmick chapters like Leda-3 and Theodora-Quarterfinals which can throw you off guard or make you lose at the last second. Parts 2 and 3 have bigger difficulty spikes, but as long as you have some decent units, you'll survive.
