Terry's rogues were kinda whatever. Most of them generally weren't as good at the whole supercriminal gig as the ones in Bruce's time, and the majority of them completely self-destructed violently. Many of the more successful supercriminals in Bruce's time like Joker, Freeze and Ivy were bona fide geniuses. Even the ones who weren't geniuses in a traditional sense were still hypercompetent at their core gimmick. Dent became district attorney at a relatively young age and was pretty competent at running a criminal organization. In contrast, Terry's rogues seemed to have sort of a live fast and die hard thing going on where they leapt into overdrive and crashed face first into a brick wall. A good chunk of them just took advantage of tech that someone else made, while the ones who were actually smart enough to form their own gimmicks weren't competent enough outside of it to last very long.
