The few that are decent at it have not gone with anime-style art direction. The result is that most anime-style games are either in genres that are easy to program(JRPGs, shmups, etc.) or which a pre-made engine can be easily licensed and modified for(character action, fighting). FPS doesn't really fit into either of those categories. They're difficult to make engines for from scratch and the engines available to be easily licensed don't work well with the artstyle(trying to do anime artstyle in like, Source is atrocious).
