It doesn't sound like this choice of footage was deliberate or important to the story in any way. It's just meant to be a generic disaster response montage.
Also doesn't seem to be censorship in the usual sense, just a few people saying "this choice of footage is unfortunate" and the dev saying "oops we'll swap it out".
