PoE2 has far too big of an autistic focus on the end game grind to be better than D2. It does get pretty close though.

Ive only enjoyed 3 ARPGs in my life, Diablo 2, Titan Quest and POE2.
Ever since i started playing POE2 i can't tolerate mouse controls in ARPGs anymore.

PoE1 and 2 are better than D2, yes. However I respect D2 as a piece of art way more than them. PoE1 and 2 are live service games and thus lose artistic credibility. Don't get me wrong though, Blizzard is doing their best to ruin D2 with OP, modernized shit like the Warlock.
