Just because other generations do it doesn't mean Johto had to, especially since it was only the second generation when it came out. The same thing happens with Zelda II, it gets treated as the black sheep because subsequent games reused the formula of the first, but when it was released, it represented 50% of the series. It's valid to criticize it if you feel it should have been different, but that is more arbitrary than criticizing the level curve, which forces you to grind in tall grass when the game prioritizes trainer battles. You can still criticize specifically HGSS for not "fixing" it, but one can reply they wanted to be faithful, and you can agree whether that's good or bad

Gen I's leveling curve was much better than GSC's so there's really no excuse why it's so bad. Having to rely on Kanto hurt it, and I don't give two fucks about all the extra shit you can do postgame, Kanto got gimped for Johto's sake, so no one really won in the end. This was back then, not when some youtube faggot played the games for the first time in 2020.
