A 24-game chat restriction for <60 seconds of inactivity is egregious. I just completed all of my chat restricted games, only to receive a new restriction for the second time.24 games requires at the very least 12 hours of play time. I am by no means a hardcore gamer, and I rarely play ranked. There are often other things to do while gaming, such as submitting CIA tips. 5 games would be more than enough to get the message across for a single instance of prolonged inactivity.
