Mix that with the increasing demands on budgets. The vast majority of those smaller scale RPG inserts are from the GBA and DS because those games couldn't do the modern slop arena fighter competently and RPGs were the next best budget option of the era with tactics games occasionally showing up because its the best form of RPG for a larger cast to receive representation.
