If Anakin was smarter he’d know what a boon such a position was. You’d be able to listen in and influence Jedi council decisions but you wouldn’t need to work extra hard to do masterly duties or be on the hook for bad decisions. Literally a perfect shadow council position. Anakin truly was the chosen one that destroyed Palpy’s plans. Rey was just cleaning up after the main job was done.

So Anakin just operated under the mindset he was special and could and should do whatever he wanted, whenever he wanted, and the rules straight up did not apply to him at all. So yes, he did believe he should be a Master in his 20s. He believed he should be there even though by that point he knows he's done a ton of shit that means he shouldn't be there at all. Because all that shit should only apply to other Jedi, not him ever.
