Regarding the Skerran Oligarchy, no oligarchy would call itself an oligarchy. Also, just about every capital city is located in a coastal region. This makes a lot of sense for economy oriented countries, but a military land power may want a more defensible holdout further inland. May also make for a more diverse narrative. Just my thoughts, enjoy!
