The guberments are all in hoarding mode because of the historically dry summer we just went through where we lost a lot of crop yield. They are filling their emergency stashes and they want the public to help by storing stuff in their own home to not run into space issues. They want to do that without alarming the average person, but it's just a race over who can fill their storage units more. If stores get bought empty they can be refilled by importing more goods, serving as more storage units that can be used. The tension everywhere is palpable and nobody wants to be caught with their pants around their ankles.
