I mean, technically they are, the machines scan them in or take them in electronically. But it's all internet connected and all it takes is some election committee person flipping data via their internet connections to change tally numbers. Sometimes the computers do it themselves!

Of course if the results aren't what our overlords want, they just pack in tons of fake votes and alter the final count with dead and non-existing voters. You can't hold them accountable in court and they block observation so you can't see them doing the crime. Also why they HATE voter ID, this would stop them from shoving all the fake votes into the system. Then they'd have to play the hacker game, and that is unsafe - Russia and friends could also hack them.
