You tax the income where it's made. if they're living abroad and working for an American company and paid out of there then they pay the same taxes someone living in the US would. If someone makes money in Peru or wherever the US shouldn't get a cut. Investments (paper earning) presents some complications but there's no reason this should be hard to separate from people with an actual job.
