The story of the west is that everything turns into a welfare jobs program inevitably. Even the military, education, etc. But the military is the most essential first department of any government as it defends borders and assures the existence of the country. So why not admit that and make the military THE ONLY welfare program. The military existing in various tiers. You have tier 1: special forces, the elites, combat troops, etc. (the real military), paid and ranked as usual. You have tier 2 support: nurses and medical staff, drivers, warehouse handlers, etc. And finally tier 3 schlubs: janitors, call center operators, whatever the fuck, doesn't even have to be a real job. The stipulation is, if you want ANY kind of welfare, you HAVE to be assigned an appropriate role, real or not. That includes Medicaid and healthcare. At minimum you are providing some kind of occupation, training, and thing to do for your welfare queen class. Rather than them sitting around committing crime and becoming obese. Yes, they would be subject to PT standards and basic exercise, assuming they aren't disabled. It would be the most effective welfare program ever. And in real wartime you'd already have a pool of people to start conscripting from as meat shields.
It is estimated that at this point 25% of the United States is on some form of welfare assistance. Imagine if they were all mobilized in some productive way.~10% would probably just immediately drop off because they never needed it and they don't want to do the basic military thingthe other 15% would be squeezed for every ounce of possible production we could get out of them and serve the nation and greater goodThese days with the tech even a person that can't walk could be useful in some meager way
