Easiest answer to me is that lesser races/civilizations use them and ponies don't because they have no need. Twilight is unfamiliar with but seems to mostly know of human technology in EqG, so a well read and somewhat well traveled high society pony like her probably has a passing knowledge of them. Dash is the one that makes most of the military references and she's a fan of pegasi miltary stuff from the past, so she could easily know about foreign militaries as connected to that interest (and Cloudsdale in general may have more of a cultural interest in that sort of thing).
