There was clearly more written for her to be the antithesis of Relena, but one of the biggest things slashed to cut off season 2, so just ended up as a bit of an erratic bitch rather than a calculated villainess like Rosemary in Nadja

Her EW speech was one of the only interesting non-action parts of the OVA too

I liked her design, personality and introduction.
But then it felt like they had absolutely no clue what to do with her. She seemed like she was supposed to be Relena's personal antagonist at first but then she gets demoted to a living computer for mobile dolls which didn't even really make sense since she was effectively a civilian with no experience.

I hated literally every character in Wing. Relena and Dorothy's chats were absolutely insufferable though.

No but if your tolerance for annoying characters is low I don't know how you would even make it that far into Wing, and if your tolerance is high then she's not any more annoying than the other characters.
