It's going to be a total remake like all the current remakes of old anime, Gundam already has one of the highest quality RIPs ever so it cant be that, it's not a HD remaster because they already did it before. Also they talked about how they want Gundam to create new fans for the next 50 years and these old animes getting remakes are doing it for the same reason. Gundam makes enough money that they can definitely fund a massive full on remake for 2029, literally 3 years away.

I’ll take any excuse to rewatch First Gundam. It’s not like a bad remaster can make my blurays disappear. The fact that it’s going to take them 3 years to prepare leads me to believe that, whatever it is they’re doing, they’re putting their all into it. So I choose to be cautiously optimistic.

The colors of the TV HD master are kinda drab and dull in comparison to the movies, and in particular it does a really poor job at capturing at that greenish white that the Gundam, Char's helmet, the WB etc use. Bandai goes out of their way to depict them like that in promotional material/merch often, so I think that's an example of where they might consider the current remaster dated and in need of replacement.
