its a pretty dumb and unrealistic scenario but it looks cool

this is most obvious in the case of narco subs since international law says that you need the drugs physically present to charge them with drug smuggling
but would apply to any vessel that has something important in it that you want to take rather than destroy and for whatever reason you cant wait for it to enter port somewhere
