EOs reset with the calendar month, quests reset at the 5am daily quest reset time (except ranking point quests have to be turned in by 1400 JST), and doing EOs after the calendar month ends without refreshing means you won't get the clear rewards like medals. However, you can use the previous month's unlocked/cleared EOs to finish quests or farm. For example, if there's a monthly seasonal 5-5 quest, you can do it post-clear in both months my not refreshing.
