The rest of the country has no meaningful law enforcement and when cops find you they take your phone and demand bribes. The military regularly patrols and just shoots people if they're seen with technology since it's most likely stolen. When a plane crashed near my parents' village, everyone ran down there and ripped the plane apart and robbed all the passengers who were left for dead or dying. By the time the military helicopter arrived to rescue them, they had to drop in soldiers because people were throwing things at it. Then the entire plane blew up because villagers had poked holes to steal gas from it, and someone was smoking. In this part of the world, everyone only drives asian cars because you need to actually unlock the fuel door from inside and then undo the locking gas cap with a separate key. Any lighter left unattended or out of sight, even for a moment, is just picked up by small children (everywhere) or teenagers on motorbikes. Everyone is always smoking, like in the phillipines, but unlike the phillipines everyone is dirty and just drops lights on the floor when they're done. Filipinos can also afford sandals most salvadorans go barefoot. prostitution is commonplace and underage girls regularly solicit on main streets in all towns (except the government city).
