In most cases what you describe is true. First world countries have strong but opaque governments, which results in bureaucracy that slows down the wheels of progress. Despite first world countries having the capability to solve their citizens’ issues, they often don’t simply because no one can agree on how to do it. On other hand, third world countries have much weaker government, which allows citizens to abuse the system and take advantage of those around them with little fear of repercussions. This creates things like organized crime, separatist groups, etc.
