For example, this artwork right here, seems to only use at the most 3 value. Light, shadow and the cast shadow. (4 if you count the subtle reflected light on the thigh it's own value)

And the contrast, at least to my eyes, is low contrast. so how is what seems to be a simple, limited value, and low contrast shading still made it look pop out ?

A key thing is that it uses hue itself to the fullest to determine the final value without actually overusing the value slider and muddying the color. You can see this nicely with the water too.
For faux anime you would likely almost never see pic related as the final shadow color. Some gaijin, like ahem... a certain youtuber with his own "accelerator" program just don't get how careful you need to be with value and how hue does most of the heavy lifting already (still true in anime styles that use a lot more of the value slider) it so it doesn't look great like here.

can you name drop this youtuber so I can avoid him/her ?

Also, if you have any tutorial sources that explain this hue thingy, it would be awesome ^^

oridays, it's not that you absolutely need to avoid him, I'm just pointing out how even otherwise experienced people will commonly lack fundamental things that skilled anime artists all understand and know to do in their own art. You just need to really the study the art itself and follow solid JP methods, saito method etc and not follow western copes.

You can look at western sources discussing hue too but they won't know how to apply it to anime.

If I understand the meme correctly, it's a pun on dutch angle and bold faces lie but I don't get how the "lies" part works in this joke.

Looks like he wanted to point out the art looks better without a dutch angle, but then the artist would have to draw more
