    Are the french lawmakers stupid?
It seems like they want to
    1) attack french people (who have to pay this, as the hoster/owner)
    2) attack french hosting companies

If you calculate it, this is 220 Euro for 4 TB traffic.

Question, wouldn't this law kind of suggest that you ban french IP's
from your small site in France? (financial risk)

AI suggests the following from a link:
    >Smaller French Platforms: The French budget ministry warned that thousands of smaller,
    >domestic web entities and local media companies
    >would collectively bear up to half of the total tax burden

@VideoLan, please think about offering a official torrent for the program download,
    so that others could help.
(I know that I could create a torrent at this moment! ...)
Maybe you want to think about your server location,
and the location where you non-profit is located.

Cloud storage would be impacted, yeah cool show me the new pricing on
    cloud storage then ...
Gaming infrastrucute is impacted, yeah cool show me the new pricing
    of gaming infrastructure ...
Free VOD platforms of TV channels, yeah I'm sure they can continue
with a free offering (no, probably not.)
Software updates impacted, yeah I would call this criminal.

Allegedly: It(*tax) is capped at a maximum of 15% of the provider’s French revenue.
Still, insane bullshit to have such an idea.

I see a giantic problem with this law.
Anyone please answer to this hypothetical situation:
an actor gets a french server and wastes like thousands of
GB of traffic of your french server. Do you have to pay the tax on
this wasted traffic then? (Which I would think they would demand it.)
    >>
    >>110208572
    >Gaming infrastrucute is impacted,
So if a company has to run servers for a new game they would have to pay this.
I'm sure they totally will not create
"You have to pay 30/month for a multiplayer pass now"
    *irony*
By the way won't most of the bigger companies just get back this cost factor
    from their customers?
    >>
    >>110208572
    >an actor gets a french server and wastes like thousands of
    >GB of traffic of your french server. Do you have to pay the tax on
    >this wasted traffic then? (Which I would think they would demand it.)
I had the same thought. You could literally tax-dos someone by just downloading shit from their site over and over and over again. The tax is on providers, not users. Providers would have to institute strict per-user limits and disallow anonymous downloads, which would itself be insanely destructive to the internet.
Anyway, this law was voted on when only like 30 some odd members were present out of an entire body of hundreds. I've seen talk that its likely DoA in the French senate because it'll be wrapped up around the same time that big shitflinging fights around the budget happen. Its extremely unlikely to actually pass into law.

    >>
    >>110207363
yes but, if you want to serve a french user, you have at one point to use a french provider (at the end of the route.) This one gets hit with the tax, and there is a chance he gives this cost to companies he has business with. That has the chance that in a small amount it ends up at your hosting situation. (Maybe yes, maybe no ...)
    >>

I'm pretty sure for now they only voted to amend the law, it still got some way to go before it's actually get passed.
Basically, you gotta pray the other boomers that have to validate it aren't nearly as retarded.
But it's vile that only 21 people were present to vote for this, pretty sure there's like 350 people in the senate.
    >>
    >>110205993
This is utterly deranged. This tax alone applied to my household's typical monthly internet traffic would come out to ~10x more expensive than the internet service. Completely insane.

    >>110208598
    >By the way won't most of the bigger companies just get back this cost factor
    >from their customers?
I think they will have to, because it's completely untenable otherwise. Imagine you buy & download a 100GB game. Every time you download the game, the platform provider has to pay 5.5EUR in taxes. It's not a one-time fee, it's every time. So if you delete the game and download it again, the platform gets tax-raped again. Every time an update comes out and is pushed to the game owners, tax-rape again. I don't think this would be practically possible for a video game platform to support out of pocket, it's surely an absolutely massive cost increase on their side. It probably makes pursuing business in France inapplicable entirely, unless of course they pass on the costs to the French consumer directly.

    >>110207363
Depends on how the law works exactly. If it gets to a user within France then it obviously has to go through some French system somewhere. Maybe they tax-rape some other company which carries your traffic, but if they do that then the company will have no choice but to pass on the tax to you as well because the tax is truly insane, like orders of magnitude more expensive than actual internet traffic.

Think like a politician and this law doesn't look that bad. They have 2 kinds of welfare queen classes they have to please, boomers and migrants, who both don't care nor understand technology.

They can't print money either because they gave up their control over currency too. They need to extract more wealth from the shrinking working class of actual europeans and this will go over easier than raising the income tax for example

Good, maybe we go back to physical.
    >>
    >>110210624
If I've a service that uses a lot of bandwidth and my a margins are ~10%, the rest are costs, you are going to lose money.
1,000,000 revenue - 900,000 cost = 100,000 profits, but France will tax you 150,000 so you now lost 50,000 every year instead of winning 100,000
Taxes should be calculated over profit or some services will be closed on France.
    >>
    >>110210718
the proposed law (that won't pass) would cap the tax at a maximum percentage of revenue.
    >>
    >>110210718
That's a decent point, it should be profit.
But even without that, fuck you and fuck your digital bullshit. 90% of all digital services are owned by non-eu foreigners anyway. Tax them to hell.
    >>
    >>110210729
revenue != profit, it's caped at 15% in france or 2% total, serving france with small profit margin won't be possible, unless most of your revenue comes from france and the 2% cap is used instead.
    >>
    >>110208696
So they literally want an internet traffic tax.
    >>
    >>110210739
Tax over profits obtained in your region, but "over profits" not over random stuff like bandwidth or the number of consonants in your company name.
If you tax over profits, no company will want to leave cause they're still making some money (unless you tax is over 99%)
    >>

Their data use won't reach the cap either way.

For netflix and such paid streaming it's no biggie, most users only use like 100GB so they'll just raise the price €5.

For youtube and tiktok it might be a little challenging, just because they have so many free users. They really might need to limit them.

The only bigger companies that are hit hard are gaming, this does indeed make it almost impossible to run game stores where you sell a game for €0-50 with unlimited installs but each install will cost €6 in tax.
