It is not the passphrase. It is the key generated.
openssl ecparam -name secp384r1 -genkey -noout -out ecc384-private.pem
Run this code and it create ecc384-private.pem.
either you use openssl or other library, key is generated but the handling of keys were stained.
>According to eMudhra’s incident disclosures, the key generation ceremony utilized high-security Hardware Security Modules (HSMs). To move keys or test them, a custom script was used to perform a key wrap/unwrap process (a method of encrypting a key to move it securely, then decrypting it).
A flaw in that script caused the cryptographic unwrap function to fail silently or truncate the data. Instead of restoring the massive 384-bit random integer, the script wiped out almost all of the data bits, reducing the integer's value down to an 8-bit range (smaller than 256). This process generated a "shadow" set of fundamentally broken keys with values like 4, 56, and 115
