I'm going with relative exposure & roles fulfilled within their respective games.

Viola's just a gym leader in a game full of mostly forgettable gym leaders, and she's the first gym leader at that. You battle her once then never see her again unless you spend some time in the Battle Chateau. Gym leaders are nothing new and her being a photographer isn't relevant to gym leading. You could replace her with any other character archetype and nothing would really change.

Perrin's the focus character in a side mission tailor-made around the fact that she's a photographer. You need to meet a minimum progression level before being able to do the mission which is incentive for repeated encounters with her. The story of her mission involves camping out in a tent near secluded woods by yourselves and you saving her from spooky encounters. The fanfiction practically writes itself. She's also generally more memorable by way of having a personality and the nods that she's descendant from a previously well-established character.

Like other anon said, it's all but stated outright that she's a descendant of Adaman from P:LA.

Forgot to mention but her mission involves photographing a Pokemon first introduced in P:LA. She's got a lot of factors going for her that makes her stand out; multiple tangible connections & references to a previous title being big ones.
