We know from the early drafts that Magnifico (and his queen) were originally conceived as over the top, evil Disney villains. Then, for whatever reason, they scrapped that idea and tried to turn him into a more "nuanced" villain, giving him a tragic backstory involving the loss of his family and an originally noble desire to help people that eventually spiralled out of control. But they ultimately scrapped that characterization as well, while inexplicably keeping the tragic backstory.
