It has more to do with the child characters (Stan especially) not really behaving like kids. When there was an episode about sex ed coming to schools, the boys didn't really know anything about sex because kids generally don't, even if they called each other fags or homos as insults. Most of the jokes directly stemmed from this like Butters getting peer pressured into wearing a condom with rubber bands, or the boys just pissing into them and hurling them at trash cans like water balloons. The retort to this is commonly some bullshit like "kids aren't innocent anymore, they just go online and learn everything" which is correct to a degree, but incorrect to a far larger degree, and anyone who observes kids' behavior will realize this.

So to me, the fandom thinking he's this evil scumbag just because he's mean is very weird. Like the type of cartoon fans who think a school bully is worse than a redeemed villain who committed genocide, or who can forgive any villain as long as they don't hurt dogs. That someone being mean is seen as more vile than an actual criminal is very telling of cartoon fandom's perspective.Comparitively, Stolas has actively hurt many people in his life selfishly, and not only does he not want to suffer any consequences for his actions, the writing also rewards him for it. It's like if TADC pretended Jax was right in everything he did and that he should be happy above other characters. Randy absolutely deserves to be there though, no complaints on my end there.
