Goofy has hooked up with Clarabell in The Three Muskeeters, she usually hooks up with Horace. Pete (a cat) married Peg (a dog). It's rare, but not unheard of in the Disney universe.

It's better to not think about the implications like Donald Duck eating chicken or Pluto and Goofy. But I guess representing segregation could be an answer, it was part of societal order back then and during my childhood it was very rare to see interracial pairings on media.
