Penance Stare is misattributed as an anti-Evil attack, when its actually just an Evil attack. The point of the attack is to make people who think they never sinned reconcile with all of the sin they accidentally did. It is hellish in origin and is designed to kill innocents while simultaneously damn their souls to hell in their final moments.
