I was going off this earlier, I don't think there are many decent ones... Shiki? 12 episodes wouldn't really do. Genocyber? Hellsing OVA for sure.
Ideally it'd be some highly gory 80-90s overanimated ova or film, but there's not much that meets that category. The Ghost in the Shell Stand Alone Complex recap movie maybe, but it's pretty crappily paced.

The classic boring examples like ******* Blue, ******* Egg, are too slowly paced for the holiday, you'd want something with a lot of action. Really only terrible 3d CG movies fill the niche like ******, ********, ********** **** *******, but it feels better to watch something really animated and not rendered.

They need to make more anime set in the Edo period. Kamiya's trilogy was fun, although might not count as horror like it's predecessor anime.

Another is a good choice for a Halloween watch. Good horror atmosphere, engaging mystery, slow but steady on showing the truth, memorable death scenes, short enough to be able to be bingewatched in a single day and with good production values.
I like Shiki as well, but that is harder to binge on Halloween since it's a two cour show.
